Municipal Solid Waste Management Plans – Kosovo
GIZ-funded technical assistance to develop EU-compliant solid waste management plans for municipalities across Kosovo.
Overview
Building on its extensive experience in solid waste management planning in Albania, FLAG was engaged by GIZ to transfer this expertise to Kosovo — drafting municipal solid waste management plans for a number of Kosovo municipalities in alignment with EU Directive requirements.
This was an important milestone for FLAG's international work, demonstrating the transferability of its waste management expertise beyond Albania and into the wider Western Balkans region.
Objectives
- Prepare technically sound and legally compliant municipal waste management plans
- Align local waste planning with EU Waste Framework Directive standards
- Build the capacity of Kosovo municipal staff to update and implement the plans
- Facilitate stakeholder consultation in the planning process
Key activities
- Baseline assessment of existing waste management practices in each municipality
- Data collection on waste volumes, composition, and current disposal methods
- Drafting of municipal solid waste management plans with implementation roadmaps
- Stakeholder consultation and public participation sessions
- Capacity building workshops for municipal environment officers
Results
Municipal waste management plans were delivered for all target municipalities, each including baseline analyses, targets, action plans, and monitoring frameworks aligned with EU standards. The project also left behind strengthened municipal capacity for future planning cycles.
