Performance-based investments to improve the sustainability of the solid waste management sector in Albania, piloted in the Vlora South–Gjirokastra waste zone.

Overview

This project designed a performance-based grants scheme for municipal solid waste management (MSWM) in Albania, to be managed at the national level, with pilots designed in the CARE4BlueSea project area — with the aim of incentivising improved waste collection, increasing recycling (including introducing and increasing source separation), and increasing cost recovery.

The project will ultimately enable long-term sustainability by increasing recycling and supporting environmental and financial sustainability. A pre-condition for participation is implementation of a data management and reporting system.

Objectives

The objective of the CARE4BlueSea project is to design a performance-based grants (PBG) scheme for the municipal solid waste management sector in Albania, to be managed at the national level, and to design pilot projects in the CARE4BlueSea project area.

  • Model shared with the Ministry of Environment and the 12 municipalities of the project area in the Vlora South–Gjirokastra waste zone
