Berat Regional Solid Waste Management Plan

Overview

The Berat region required a comprehensive strategic document to guide solid waste management across its municipalities for the coming decade. FLAG was engaged to lead the preparation of the Regional Solid Waste Management Plan — a legally required planning instrument under Albanian environmental law, aligned with EU Waste Framework Directive principles.

The plan addressed the full waste management chain, from household collection to final disposal, and included targets, investment needs, and institutional arrangements for regional cooperation.

Objectives

• Prepare a comprehensive regional waste management plan meeting national legal requirements
• Establish baseline data on waste generation, composition, and current management practices
• Define targets and strategic priorities aligned with EU waste directives
• Identify infrastructure investment needs and funding options
• Engage municipalities and the public in a participatory planning process

Results

The Berat Regional Solid Waste Management Plan was successfully completed and adopted by the relevant regional and municipal authorities. It set out a clear 10-year roadmap for waste management improvement in the region, backed by data, financial analysis, and broad stakeholder buy-in achieved through the consultation process.
