Overview

This project provided accompanying measures to support the implementation of a regional solid waste management system across municipalities in south-eastern Albania. While the infrastructure works were funded separately, FLAG's role was to ensure that local governments, communities, and institutions were prepared to operate, maintain, and benefit from the new system.

The project recognised that infrastructure alone is not sufficient — lasting change in waste management requires behavioural shifts, institutional readiness, and strong public communication.

Objectives

  • Strengthen the capacity of participating municipalities to manage regional waste services
  • Design and deliver public awareness campaigns on waste separation, recycling, and hygiene
  • Support inter-municipal cooperation mechanisms for joint waste governance
  • Develop operational procedures and service standards for the new regional system

Key activities

  • Training of municipal staff responsible for waste management oversight
  • Public information campaigns targeting households and schools
  • Development of inter-municipal agreements and cooperation frameworks
  • Preparation of operational manuals and service delivery standards
  • Community consultation sessions across participating municipalities

Results

The project successfully raised public awareness and institutional readiness across the region. Participating municipalities developed the operational and legal frameworks needed to run the regional system, and community engagement activities reached thousands of residents across the project area.
